Coastal Czar Charles Lester and Santa Cruz County's John Ricker respond to Douglas Deitch, Executive Director-Monterey Bay Conservancy unsuccessfully advocating for Coastal Commission retention of existent Local Coast Plan ground water protections contained in Gary Patton's 1987 County Well Ordinance. http://www.pogonip.org/ord.htm This ordinance had required County declaration of a "ground water emergency" in Santa Cruz County continuously since 1998...until the Coastal Commission allowed it's amendment and Local Coastal Plan change at this meeting in 2009.
